I think it speaks to the idea that we as humans have increasingly lost the ability to communicate with others. I think where Maynard starts singing is there to contrast the idea of how the few still alive that have extremely strong communication skills, a willingness to connect, to be truly human - this special "race" of people (not of color, but of spirit) with heightened spiritual and emotional intelligence will/should inevitably show the way to their denser brothers and sisters, and it may take all kinds of suffering for all of us to eventually wake up and get it. Come hell or high water, humans must evolve, by rediscovering communication. (in contrast to the "intelligent" person who might talk and know a lot and might seem interesting, but in the end has no desire nor the ability to actually connect with the humans around him, unless he has some sort of material desire to exploit, and makes flippant excuses as to why peace cannot exist, showing his inability for self-reflection to his own errors.) For a related song, I think Schism by Tool is appropriate.
