It's from the Commodore 64. On the C64, most commands could be abbreviated.  In this case, l shift-o was short for "load", to read a program from a cassette tape or disk drive.  To get a directory of all files on the tape or disk, you would load the special file "$". So typing lO"$ would be a shortcut for load "$", which would prompt you to press play on the cassette player so that a directory listing of all the files on the tape could be generated.  Since cassettes went just as fast for the C64 as for listening to them for music, this would take about a half-hour (for 60-minute cassettes) to run. To get a directory of a floppy disk, you’d add ,8 to the end of the command, though you would need to include the end quote in that case, e.g. lO"$",8 or load "$", 8.  This was much faster, only taking several seconds.
