Speedy Keen did write this song for the WHO. He was upset when he saw the liner notes and song title as Armenia City in the Sky. is was a mistake. Speedy named the song "I'm an Ear Sitting in the Sky". This was the only song The Who ever performed that was specifically written for the group by a non-member.
